The city is making us put our dog to sleep?

Can you mention that the strangers were in your house and your dog felt threatened. Maybe take it to a lawyer and he can defend saying that your step brother and sister need the dog and can cause some major challenges to them. I'm not sure what else can be done. I think its stupid that the city is doing that when it happened in your own home...otherwise, idk. Maybe send him to a family member or freind who lives outside city limits and then bring him back a month or so later and claim you just adopted another dog that looks like him if they find out.
