Why is Ted Kennedy buried at Arlington?

I was at Arlington National Cemetery the other day, and saw Ted Kennedy's grave. I thought only war heroes were buried at Arlington. Why was Ted Kennedy buried there? I thought whales were supposed to be buried at sea.
