Can i be considered a Maryland resident when I live in Arlington, VA?

I do not think you are considered a in-state but because your state is right next to the state of the university you are attending that means you could possibly qualify for something where states that are near the state of your school can be counted as in state costs so the only way to find out is to call the college and ask them.
